LeadingAge seeks a Director of Home and Community-Based Services to develop, refine and implement LeadingAge’s national agenda for HCBS and to help LeadingAge members plan and implement community service programs. Working within the LeadingAge Policy Process along with members, the Advocacy team and other LeadingAge leadership, the HCBS Director establishes the Association’s public policy priorities in HCBS and develops strategies to meet those objectives.
Requires a master’s or professional degree, and a minimum of 5 years in the analysis of policy related to home and community-based service programs; or, an equivalent combination of education and experience. Experience working with other organizations representing community service providers or consumers; or employment in an advocacy role with state or federal regulatory and/or legislative body is preferred. Operational experience and prior experience with a trade association are desired.
Must have an understanding of funding and operational issues related to home and community-based services; an in-depth working knowledge of Medicare and Medicaid, including waiver programs and services (e.g., personal care, adult day services, assisted living), dual eligible programs (especially PACE); working knowledge of programs of the Administration on Community Living; an understanding of how HCBS fits into the entire LTSS continuum of care, the workings of Congress and the state/federal regulatory process; contacts/working relationships with individuals in Congress, the Administration, and other national organizations that represent community service providers.
Other requirements include strong analytical and highly effective communications and presentation skills to include the ability to make effective and persuasive speeches to members and governmental officials. The ability to read and understand legislative proposals, policy materials and relevant research and translate them into understandable concepts and language for policy makers; and the ability to be an effective advocate. Must have computer proficiency to include MS Office applications (MS Word, MS Excel, MS PowerPoint, etc.) and ability to travel overnight to occasional meetings and conferences.
